feat(w3): 仓库驱动变更样例 — 显式声明 COMMENTS_SYNC_INTERVAL_MS

用于验证 GitOps 正向链路（仓库→Gitea→ArgoCD→集群）：只有仓库声明了该值，集群出现该 env 即证明同步来自仓库而非手工 kubectl。
