DesignOps 项目级 OKF（Open Knowledge Framework）
本目录是 DesignOps 中台的项目级知识库，按 OKF 标准组织。与全局 OKF（~/.dsh/okf）隔离——项目级节点不可由 okf_* 工具读取，须按路径读（见全局 Rule 项目级-okf-不可由-okf-工具读取-必须按路径读）。

DesignOps 代码遵循 okf-annotation-engineering 二步工作流：Step1 注释先行（@tag + DocGate 三问）→ Step2 代码跟随。
- 模块级注释：每个源文件头部一个
@module块（@module/@zone/@tier+@skill≥1 +@rule≥1） - 排除范围：纯配置(.json/.yaml)、纯文档(README)、数据文件、DSH 运行时数据
