Rebuild the vendored runtime from the newly pinned harness commit and repoint every consumer at 0.1.5-rc.2. Generated by scripts/sync-vendored-runtime.mjs --write for both channels: vendor/dsh-runtime/0.1.5-rc.2/ (265 tarballs + manifest), the 539 root resolutions, and the dependency ranges in both desktop editions and the community market. The 13 DSH patches are renamed from @0.1.5-rc.1.patch to @0.1.5-rc.2.patch and are otherwise byte-identical, so expectedResolution() keeps resolving them through the patch: protocol. The 5 third-party patches are untouched. Tests that pin patch filenames, peer ranges or the runtime version are updated to match. THIRD_PARTY_NOTICES.md is regenerated for both editions per CONTRIBUTING, and the README pair plus README.i18n.yaml hash records are updated where they state the pinned runtime version. No src/ changes.
