`NODE_ENV=production vite build` inside the build script uses Unix shell syntax; npm executes scripts with cmd.exe on Windows, so the script dies with "'NODE_ENV' is not recognized" before vite runs. CI only builds the dashboard on Linux, so this only bites local Windows builds (make build-frontend / pre-commit). Drop the redundant prefix: vite build already defaults to production mode, build:docker uses plain vite build, and the Makefile build-frontend target still exports NODE_ENV=production for callers that want it.
