## What changed

Update `each_loader_owns_refresh_until_its_last_clone_is_dropped` to use
`SequenceBundleClient` request notifications and Tokio timeouts instead of
request-count polling with wall-clock deadlines. Await refresh requests from
both loader owners together while retaining the assertions that each refresh
task stops when its last loader clone is dropped.
