Unify the family on 0.4.2: the fifteen published packages and the root
aggregate pin move to the release version, the aggregate's satellite
ranges, the lockfile entries and the release-age ledger move with them,
and the four satellite gitlinks record the commits the satellite
repositories tagged as v0.4.2.
The cohort stays on 0.1.7-rc.2; this commit carries the version, the
rebuilt aggregate and market bundles, the release-preparation table and
the bilingual release notes for the pipeline to stage.
0.4.0 shipped a too-permissive satellite range: an upgrade kept the
lockfile's 0.3.24 satellites, whose client halves still inject the retired
settingsScope service and therefore never activate. The previous commit
raises the floors; this release carries them to the registry.
Bumps the sixteen manifests and the root aggregate pin, moves the
lockfile specifier, regenerates the committed bundles and fingerprints,
rebuilds and verifies market/dist, and moves the publish checklist to
0.4.1. docs/release-notes/v0.4.1.md carries the notes.
The family changed shape: the skin collection, the pet plugin and the
community plugin index now live in their own repositories and are
consumed here as npm packages, and dsh-doctor and dsh-tool-describe-image
left the family. 0.3.x is the line that still carried those packages, so
the next release opens 0.4.0.

version: the committed dsh-market and dsh-web-all bundles plus the
recorded source fingerprints. market/dist is rebuilt from the pinned
satellite commits and verified, and docs/publish-prep.md moves its
eighteen version occurrences. docs/release-notes/v0.4.0.md carries the
bilingual notes the pipeline consumes.
