test(cron): R7 initializer probe stops asserting WAL journal mode

Browse Source 
main gates WAL by SQLite build (hermes_state_wal WAL-reset-bug guard), so new
databases open in DELETE on CI. Journal mode is runtime policy, not the
adoption contract; the one-COMMIT/one-ROLLBACK/single-fence assertions are.
