fix(cli): stop Bash flag completion after the option terminator ( #149678 )

## What Problem This Solves
Bash suggests `--json` for `openclaw cron show -- --j`, although that word is positional.
## Why This Change Was Made
The Bash scanner tracks the option terminator using registered option metadata. Required operands can still be `--`; optional operands leave following options alone. Both paths share final candidate generation. This state has one writer: the Bash callback.
The two production files grow by 33 lines to carry required-operand facts and track the terminator.
## User Impact
Options and their values stop appearing after `--`. Root, nested and aliased command names remain available.
## Evidence
Generated with `pnpm openclaw completion --shell bash` and sourced in clean Bash 3.2 and 5.3: main returns `--json`; the fix returns zero candidates. `openclaw -- g` still returns `gateway`.
Registered-command tests: 16 failures on main; all 57 pass with the fix. Five related test files add 96 passes; 109 native Fish/PowerShell checks skip because those shells are unavailable. Types, lint, formatting, export and docs checks pass.
## Compatibility
Accepted arguments and other shell generators do not change. Required values, short groups, quoting, word breaks and cursor controls remain covered.
## Consumers
Bash uses the new private metadata; other generators ignore it.
## Invalidation
Refresh cached scripts with `openclaw completion --shell bash --write-state`, then reload the shell. Updates already refresh the cache.
## Tests
One registered command generates the shared Bash fixture; existing scanner and cache-write assertions remain intact.

Recognize supported HOME-relative completion hooks without rewriting managed shell profiles. Preserve portable marker pairs and reject malformed shell blanks while retaining owned literal and dynamic migrations.
Verified through installed CLI before/after output, fresh Bash, public Doctor cache repair, and 146 focused completion and setup tests.

Keep invalid configuration on the canonical diagnostic boundary instead of reporting an unknown plugin command. Completion still generates core commands with a warning. Remove the nullable validation wrapper and duplicate root-option scanners while preserving plugin-owned option values and cold bootstrap imports.

Give Doctor and onboarding a matching-shell command to load the prepared
completion cache for the current session when a profile update is denied.
Keep the updater's broader failure advice conditional on resolving the
reported error; it cannot assume cache generation completed.
Reuse the shared PowerShell literal rule for typographic apostrophes and
retain replacement of tagged older completion-profile source lines.
Preserve optional error handling, profile ownership and atomic publication;
add no destination option or automatic permission change.
Fixes #137409
Proof: 520 focused and sibling tests, complete changed gate, fresh scoped
Codex review, and real write-denial before/after recovery with unchanged
profile/config bytes. PowerShell literal controls ran on macOS.
