* fix: stop injecting Git co-author attribution into every turn

Attribution text was appended to the user prompt before every agent turn,
model-only, with fallback and notice text even when nobody could be
credited. Delete the per-turn path on the CLI-harness and native runners
and render one block in the system prompt Runtime section only when a
shared session has verified co-authors beyond the primary Git author.
The publication broker keeps applying credit itself.

* fix: honor the configured session store and the Codex runtime for Git co-author credit

Route the participant lookup through the canonical session store helper so
a configured session.store and incognito keys are honored, and prepare the
rendered credit block once per attempt so both the native system prompt and
the Codex developer instructions receive it without new plugin-sdk exports.

* fix: never render Git co-author credit for incognito sessions

Incognito sessions keep no durable participant history, and the Codex
runtime freezes generic instructions for a live incognito thread, so a
credit change would refuse the next turn. Skip credit at the producer.
