* ci: fail fast across PR job families Observe same-repository PR failures from preflight, cancel remaining families through one authorized job, and preserve a red aggregate naming the failed row. Bind cancellation and planner count facts to the current run attempt, retain retry isolation, and bound observation by the monitor's actual start. Reconcile installed check planning without delaying failure observation. Preserve upstream policy-watch selection and release-publish routing, the existing hybrid routing, and the missing Blacksmith failure reporting route. Keep generated-native-only selection with its artifact owner. Verify every present shared-helper importer, combined release-routing assertions, changed CI rows, and source-identical stress evidence. Full staged review and changed-file checks pass; retain the upstream child-launch repair for inherited credentials rather than its superseded shell-string assertion. * test(ci): complete zero-install scope fixture The native artifact classifier moved to its own ESM module, but the zero-install scope fixture still copied the previous import closure. Include the dependency-free module so the real Node CLI runs without node_modules and all existing execution and scope-output assertions remain effective. Reproduce all ten zero-install failures in the full 121-case file before the repair. Verify the full file twenty times, the captured failing CI row three times, and the scope owner/siblings without changing assertions or budgets.
