* fix(update): preserve databases across failed migrations Include unregistered agent databases in consistent backups and retain database snapshots with package recovery artifacts before Doctor migrations. Restore only when recorded write fingerprints still match, preserving displaced migrated files and refusing silent rollback over unaccounted writes. Keep pre-Doctor install failures on the existing package recovery path.
