Dax Raad 8806d34ed4 feat(tui): make notification and sound alerts independent toggles

Remove the attention.enabled master switch. Notifications and sounds are
now enabled independently and both default to off. Existing enabled keys
are ignored; there is no migration.

Services

Independently deployed services supporting OpenCode live here. Runtime packages and clients live in packages/.

Service	Purpose	Deployment
`www`	Website and V2 documentation	`deploy-www.yml`, Wrangler
`updates`	Release metadata and update selection	`publish.yml`, Wrangler
`files`	Public file distribution at `/files/*`	`deploy-files.yml`, Wrangler

These directories are Bun workspaces. Run package commands from each service's directory. Repository-wide Turbo commands discover them through services/*.
