Fini ebb310c963 fix(ci): drop the runner's third-party apt sources before installing linux prerequisites ...

Ubuntu runner images ship Google Chrome and Microsoft apt sources that
none of our jobs install from, and `apt-get update` fails as a whole
when any configured index is bad — today Google's mirror served a
"Hash Sum mismatch" for four attempts in a row and turned the Rust
check red on a commit that touched preview painting. Every workflow
that runs `apt-get update` now removes those source files first, so
only Ubuntu's own archives gate the prerequisites.
