Add web-component-analyzer explicitly first, to workaround win presubmit issue.

http://crrev.com/c/5898986 is currently failing presubmit on win bot
because command line command for clang format gets too long.

It looks like `git cl format` is running for all changes files ignoring
the .clang-format Disable-Format directive in node_modules/
