Simon Zünd 9e2c759bea Revert "Update puppeteer to v19.5.0"
This reverts commit 7f8017513a.

Reason for revert: Suspected to increase overall flakiness of our e2e suite. As a precaution we'll roll back and get the tree into a green state first.

Tim van der Lippe 6d109a9d45 Update Mocha to 8.3.0
This also adds Python-2.0 to the list of accepted licenses.

Lastly, it fixes a bug where the package.json files were incorrectly
reordered. For the `exports` of a particular package, the order that
the entrypoints are defined in is crucial. Therefore, we should not
alter the order of entrypoints and instead maintain the originally
defined ordering. We can use an `OrderedDict` to ensure that Python
always loads the JSON files in the same order.

Tim van der Lippe 16aca394c5 Update ESLint and related packages
Major update breaking changes:
- ESLint 7.0.0 (https://eslint.org/docs/user-guide/migrating-to-7.0.0) now includes
.eslint.rc.js in its list, which is fine for us. Other changes are not applicable
for us.
- eslint-plugin-mocha (https://github.com/lo1tuma/eslint-plugin-mocha/blob/master/CHANGELOG.md#700-may-13-2020)
drops support for ESLint <7, but this CL updates to 7+. Other changes are
not applicable for us.
