Jack Franklin 56b5505380 Fix NodeText CSS fallback values 
Fallbacks given to var() need to be wrapped in var themselves if they
are variables, else the browser will try to apply the literal string
`--devtools-whatever` as the value.

Jack Franklin c7e0c87bc5 Move NodeText into ui/components 
It was in panels/elements but it's a useful component that can be used
anywhere where we want to link to an element, so I've pulled it out into
ui/components so it can be depended on from across the frontend.
