This CL prepares all test runners for:
* asynchronous {rawLocationToUILocation}
* asynchronous live location updates
The call-tree roots are web tests. All web tests have already been
prepared so this CL prepares the test runners themselves.

Many of the license headers were incorrect or corrupted. To prepare for
a check that verifies correct license headers are added to source code,
we should fix up the existing license headers to use the correct format.
The license headers that include non-Google/non-Chromium authors are
left as-is.

The Chromium/Google style guides does not enforce curly braces for
single-line if-statements, but does strongly recommend doing so. Adding
braces will improve code readability, by visually separating code
blocks. This will also prevent issues where accidental additions are
pushed to the "else"-clause instead of in the if-block.
This CL also updates the presubmit `eslint` to run the fix with the
correct configuration. It will now fix all issues it can fix.

Previously we applied the filtering from the user (_textFilter) before
we calculated the self-time for each of the nodes. The way this
calculation works is that each node is assigned the entire time of
its duration, and then child nodes 'steal' self-time from their parent,
and the parent is left with the remaining non-stolen self-time.
If we filter before calculating time, child nodes won't steal self-time
from their parents, and the self-time for the parents will be wrong as
seen in the bug report.
This change includes all nodes (ignoring _textFilter) in the
calculation step and then filters out the nodes from the final data
structure.

devtools:// scheme
This change replaces the chrome-devtools:// URL scheme, with a more
browser-agnostic equivalent.
Naturally, many files had to be touched, but it's mostly a
straightforward find/replace.
A related change is out against the catapult repo here:
https://chromium-review.googlesource.com/c/catapult/+/1606268,
which removes a test file containing the old scheme. Once it goes in,
the root DEPS file in the chromium repo needs to be updated as well.
Note:
This is a continuation of patch 1552143, but since Fabio is out on
leave and I don't have permissions to upload to his patch, I needed to
start a new one.
