This also updates the Runtime and build_release_applications to use
the correct format for the various files. Most notably, it should
use the basename when concatening file names, since we don't want
to include the `panels/` part in these file names. As such, the
filenames become `panels/accessibility/accessibility_module.js`.

To facilitate the removal of `$resources_out_dir`, we should cleanup
the usages of that variable throughout the various GNI variables that
we define. Therefore, we perform the string concatenation of
`$resources_out_dir` in the GRD action, rather than in the variable
definition.
There are still numerous usages scattered throughout the codebase,
but we will need to tackle these separately, as that will involve
some more path wrangling.

All relevant build output files are now put into gen/front_end.
To make sure that we don't run into duplicate JS entrypoint
files, we have to turn of the emit of these targets in
front_end/BUILD.gn, such that build_release_applications can
put its output there. Since build_release_applications takes
the files from the front_end source directory, not the gen
directory, this causes no issues.
After this change, it is possible to use --custom-devtools-frontend
with gen/front_end rather than resources/inspector.

To continue to move away from `build_release_applications.py`, move
building `common-legacy.js` into `devtools_entrypoint`. In the end,
it will allow us to remove `_rollup_module` from
`build_release_applications.py`.
The logic in `build_release_applications.py` is updated to assume
a pregenerated `-legacy.js` file based on the `pre_generates_legacy`
option in the `module.json` file. Once all `-legacy.js are migrated,
we can remove this option once again.
To make sure that we Rollup properly, we should assume that an
entrypoint in the same folder is regarded as external. Otherwise,
we would rollup the contents of `common.js` into `common-legacy.js`,
which is not what we want.

The cause of the i18n not working on debug configuration was that
some files were missing from the grd lists.
- Added i18nImpl, i18n-bundle.js with a similar process to the rest
of the modules.
To make it easy to review:
the first patchset contains the reland with no modifications the >2 patchset
contains the fixes, so if you diff Patchset 1 vs > 1 you should see the fixes
described above.

Settting the Ninja arg `is_debug` will retain the old behavior. However,
setting that flag to `false` will start using Rollup. Rollup will bundle
everything into an entrypoint, but will avoid bundling module
dependencies.
For example, if a file in `ui` depends on `common`, then everything in
`ui` will be bundled into `ui/ui.js`. But, it will retain all imports to
`common` as `import * as Common from '../common/common.js';`.
This also caught an issue with misconfiguration in the
wasmparser_worker, which should import the files directly and can't use
it in the dependencies array of the module.json
Lastly, the BUILD.gn definition is significantly cleaned up. In the
process of doing all this work, I discovered that we can simply use
`foreach` to iterate through all source files. This removes the
duplication of both `fron_end` and `$resources_out_dir` and
significantly reduces the amount of clutter in BUILD.gn.
As such, update check-gn.js to check for the correct GN variables.

This checks in the InspectorBackendCommands in the source tree file
and ensures that it is kept in sync whenever the third_party
location has been updated.
In the process, I discovered multiple misconfigurations in the formatting
presubmit check. First of all, it was never running, because the
.eslintignore had an empty line. Second of all, it was running twice,
which is unnecessary since we now check for changed files at the end
of the presubmit. Lastly, it was only formatting JS files, while it
should check all files.
I have also updated the _CheckGeneratedFiles check to only run if it
is actually necessary. If there are no changes made to any affected of
the files, it will skip the step. This should thus reduce the presubmit
time and we will only pay the cost if we actually update any of the
files.
Lastly, it will now properly format and lint the generated files. This
makes reading the code a lot easier and makes it easier to digest the
diff when a protocol update goes through. I have verified that, in a
full build, the files are still minified. Thus, this has no impact on
the loading performance.

Discovered a bug in check_gn.js, which is part of the presubmit check that
verifies all the devtools frontend files are included in devtools/BUILD.gn.

After submiting accessbility fixes for the Sensors tool and Performance
Monitor, we should aim to not regress these improvements.
This change adds the AxeCoreTestRunner module which uses aXe to run
basic accessbility checks on the UI.
It also adds a test that runs aXe against the Performance Monitor and
Sensors tool since they have already received an initial accessibility
pass and are not reporting any violations in aXe.

This fixes a couple presubmit issues when running on Windows:
* check_gn didn't properly normalize paths
* eslint didn't execute in node successfully since the bin style for the
npm install was unix specific (it's a CMD file on Windows)

ARIAProperties.json5 represents the certain rules captured in the ARIA spec.
This change also uses it to generate the list of ARIA attribute name constants,
and to generate the ARIA autocompletion configuration for devtools.
Also adds pyjson5 as a third_party library.
