Benedikt Meurer 73ed7da119 Improve documentation for testing DevTools. ...

Restructure the current testing documentation with a single
entry point in `test/README.md` and put the E2E and unit test
documentation into a single spot (as much as possible).

There's still room for improvement, but this should give us
a better starting point.
