Simon Zünd fc98c79d15 Upgrade 'optimize_svg_images.py' to Python3
The main reason for the upgrade is that dictionaries become ordered
with Python 3.7. This means that rebasing CLs that add new icons
becomes easier as merging the hashes file is not as tedious.
