Sigurd Schneider 54c26addfe Report non-HTTP errors in Developer Resources View ...

The current error message generation logic does not provide error
messages in cases where the error doesn't have an HTTP status code.
There are errors that happen before any HTTP request is sent, so
this CL enables stringification of those errors.
