Jack Franklin 66c2bf52b7 [ESLint] allow nested components within a components/ folder ...

Without this fix lint rule was complaining about
`front_end/panels/foo/bar/components/X.ts`. In some situations we do
nest components further within panels, so let's check that the component
is within a `components` folder regardless of the nesting.
