Simon Zünd 5ff5d987c1 [l10n] Fix 'generated/Deprecation.ts'

The CL https://crrev.com/c/6287325 broke the extraction of the
generated deprecation UI messages.

This CL fixes it by appending the now necessary `as const` suffix.
