Junji Watanabe 8ec29f4349 [build] Fix devtools_module to propagate outputs to dependents
Similar to https://crrev.com/c/5028815,
`devtools_module` target also doesn't propagate the outputs of
`ts_library` to dependents due to having multiple targets.

This CL addresses this issue by setting `data` and `metadata`
in ts_library target.

DISABLE_THIRD_PARTY_CHECK=only build config change.
