Benedikt Meurer 4c10f6b7c4 Reland "[elements] Render documentURL on #document nodes."

This is a reland of commit 25e7a0a631

Original change's description:
> [elements] Render documentURL on #document nodes.

> Similar to `#shadow-root (open)` and `#shadow-root (closed)` we extend
