Adam Raine 0585203198 [RPP Observations] Add CrUX data to landing page

This CL adds a new class `CrUXManager` that should handle everything
related to field data collection. As discussed previously, the API key
will need to be hardcoded. I have already set up the correct permissions
for the key.

This CL also includes the bar graph histogram and field data settings
in the "Next steps" side bar. Neither of these UI implementations are
final, we just need something to verify that field data is being fetched
correctly.
