Juba Borgohain 3adc3415bd Rename SameSiteCookieIssue.ts to CookieIssue.ts 
These changes are a follow-up to [1]. Because of the file rename
it also makes changes to locale json files and build files.

DISABLE_THIRD_PARTY_CHECK=changes required due to renaming
