Jack Franklin 125dc7c158 Migrate diff/DiffWrapper to TypeScript ...

I also tackled the diff_match_patch function...it does not seem worth getting
that into TypeScript, so I've left the nocheck. I did consider updating the code
to export the function rather than have the global, but it's depended on by
CodeMirror and changing it seems risky.
