Simon Zünd b752e1c46e [l10n] Make remaining locales available in the settings ...

This CL pipes through the list of all availble DevTools locales as
determined by "locales.js" to the language settings.

Please note that even though you can select all locales now in local
builds, only the bundled locales (English and Chinese) will work. The
remote locales will only work with canary builds as they are fetched
unconditionally from the remote server.
