Patrick Brosset 4d9d3f9b1e Rename the Allow Custom UI Themes experiment to avoid confusion ...

This experiment has nothing to do with Themes as we know them in
DevTools. This experiment allows extensions to use the
chrome.devtools.panels.applyStyleSheet API to load custom CSS files on
top of DevTools to customize its UI.

This change makes this more self-explanatory by renaming the experiment.
