Simon Zünd ed51af87e5 Update Chrome (for Testing) PIN

Chromium pin updated to 123.0.6299.0

This roll CL contains manual changes to tests and the test runner to
account for upstream changes:

  1) The 'unicode-bidi' CSS property is now part of the UA style sheet
  2) There was an ARIA change to how tree items compute the aria-label
     from their children.
  3) The WASM JSPI experiment breaks heap snapshots. We disable the
     experiment manually for now to unblock the roll.
  4) Skip sensors orientation test for now. The backend implementation
     changed and doesn't allow for negative alpha values anymore.
