This reverts commit c8b20b099d.
Reason for revert: There are a couple of things missing here:
1) The class should live in core/i18n
2) It should take into account all the locales that DevTools supports
3) It should replace i18nImpl#registerdLocale as the truth for what locale DevTools is using.
Its easier to revert and re-add the class in i18n anew.
