Tim van der Lippe 79095c6c14 Load emulated_devices images using relative URL ...

Rather than using the module.json structure, use an URL with
import.meta.url to resolve to the relative location for the
images. Since this was the only usage of `substituteURL`, we
can move the function into the model and have separate tests
for it.
