Nina Satragno nsatragno@chromium.org b5a6c63042 [webauthn] Switch from polling to events

Previously, the devtools frontend would poll the browser for webauthn
credentials every second or so, and rebuild the credential table every
time. This is a waste and also makes selecting text impossible.

Fix this by listening to the newly introduced webauthn protocol events
WebAuthn.credentialAdded and WebAuthn.credentialAsserted. Also, add much
needed tests for adding & removing credentials.
