Philip Pfaffe 4dd9e8c6ee [e2e] New utility to wait for source file events ...

e2e tests use source file events emitted on the devtools window to wait for source files being added or loaded. This CL replaces existing utilities to work with these events to make this composable. Callers don't need to be aware whether utils are using these events.
