Tim van der Lippe c8f6ffd7c3 Update ESLint to 6.8.0

Also update the PRESUBMIT linter configuration to make sure
it actually runs the linter when updating ESLint. Otherwise,
it would not properly do the full linter check.

cli-cursor

Toggle the CLI cursor

The cursor is gracefully restored if the process exits.

Install

$ npm install cli-cursor

Usage

const cliCursor = require('cli-cursor');

cliCursor.hide();

const unicornsAreAwesome = true;
cliCursor.toggle(unicornsAreAwesome);

.show(stream?)

.hide(stream?)

.toggle(force?, stream?)

Useful for showing or hiding the cursor based on a boolean.
