Mathias Bynens 7c5113ea35 Make User-Agent string emulation more discoverable ...

The Network Conditions drawer allows emulating the User-Agent string.
Previously, this functionality was not discoverable through the
Command Menu when entering "User-Agent" (i.e. the literal HTTP Header
name). This patch fixes that.
