Kateryna Prokopenko 93f315e66d Improve accessibility of hide issues 3 dot menu ...

Change menu icon color to have proper contrast with background,
highlight icon on hover. Show icon on issue hover and when the hide
issues context menu is expanded, otherwise do not display it.
