The "Problems" tab in VS Code normally shows the problems that exist in the project (e.g. the red squigglies). However, currently it lists 1001 problems with the following message: Cannot write file 'devtools-frontend/front_end/RuntimeInstantiator.js' because it would overwrite input file. Since we define the `outDir` in `ts_library.py`, we don't see this error when we are building DevTools. However, since we use a separate tsconfig.json solely to please tools like VS Code, we have to deal with a separate config. Therefore, to "hide" these problems, specify a dummy outdir. This outDir is not used by `ts_library.py` and thus won't cause any problems. But then VS Code will stop complaining.
