Simon Zünd ba2acebaee [i18n] Create an empty third_party/i18n entrypoint

This CL adds an empty TS entrypoint to third_party/i18n that will
contain re-implemented bits of the Lighthouse i18n library.
Given that the code will be derived from LH, we will keep it in
third_party under the Apache license.
