Merges generate-report_test.ts and indexeddb-warning_test.ts. Both of these test files are specific to the start view so it makes sense to consolidate. Additional test cases migrated from the lighthouse-prevent-run.js web test. This folder is for Chrome-specific tests only. Tests that should work across browsers should be placed in third_party/blink/web_tests/external/wpt.
