Miina Koyama a15b8bd578 (frontend 1) Preloading DevTools: Show header mismatch on prerender

activation

In the previous CL[1], it sends mismatched headers from the Chrome side
to the DevTool side.

This CL allows DevTool to receive mismatched headers by changing the
protocol on the DevTool side.
