chore(federation): 1.0.0-alpha.15 — ships ADR-111 Phases 4-6 + Phase 7 staging

  - Phase 4 WgFirewallService — nftables + pf projection

  - Security: readSafePeerWgFields validator closes peer-content
    injection vector in buildInterfaceConfig + summarize
  - Phase 7 staging helper (scripts/phase7-stage.mjs)
  - Federation user guide (docs/federation/)

Cross-OS validated: 550/550 tests pass on darwin/arm64 (mac mini)
and linux/x64 (ruvultra). claude -p verified working on both hosts.
