Ricardo Torres c148e647a7 Relocate Windows SDK and MSVC headers to host mount C:\sdk in Windows CI.

This resolves transient wcifs.sys sharing violations (b/556761966) during
highly parallel C++ compilation on Windows Kokoro runners by relocating
MSVC and Windows SDK include directories to a host-mounted directory.

TensorFlow continuous integration

Warning
