chore(upstream): pin dsh master 21638c5631 for Stable and Beta

Browse Source 
Upstream master has not bumped its package versions past 0.1.7-rc.2, so
both channels move together and keep the 0.1.7-rc.2 runtime label until
the next official tag is cut.
