ac6de03a92 Add Hoare partition algorithm (#12601 )

* Add Hoare partition algorithm

This is another variant of in-place quicksort apart from 'Lomuto' and the 'Dutch National Flag algorithm'

* Refactor quick_sort_3_partition.py for clarity

Refactor import statement and improve docstrings for clarity.
