test(cli): match model provider diagnostics in process tests

The model catalog now names the rejected provider and its recovery command.
Align the routed and Commander process expectations with that documented
contract, preserving strict JSON, exit, stderr, and control-character checks.

Linux Testbox: original config reproduced both stale-message failures;
54 unchanged sibling files passed. All 29 repaired file cases pass, as do
changed-file checks, boundary lint, and P2 review.
