Jack Franklin fc6226b017 Update Rollup and terser 
This pulls in the bugfix for mangling private class fields
reported in https://github.com/terser/terser/issues/1067

Tim van der Lippe d8dbc41c38 Update build optimization packages 
This updates Rollup, SVGO and clean-css. Only clean-css had reported
breaking changes, but we are not affected (Node compatibility removals
and changes to features we don't use).

Tim van der Lippe be2d34de7a Update Rollup to 2.3.3 
I have checked https://github.com/rollup/rollup/releases/tag/v2.0.0
and none of the breaking changes appear to be applicable to us.

I have manually confirmed that with this build on a production bundle
of DevTools, the output is okay and the build is working as intended.
