Maks Orlovich 5ebe27d191 Custom UA-CH emulation: initial integration test 
Fow now, this just covers adding a new emulation device, including
user agent client hints, and that this actually works.

Tim van der Lippe ea5df6afa1 Move copy_to_gen into build/ninja 
Also rename it to `copy.gni`, since I will be adding a separate
`copy_to_resources` template that copies the content to
`resources/inspector/`.

Songtao Xia 67f65da531 [e2e] Tests for dual screen emulation. 
Test the experimental feature of dual screen emulation.

Test the dual screen span mode exists for a dual screen device but
not for a non-dual-screen device.

Changhao Han b7228caa92 e2e test for media query inspector; add canDock option in ReloadDevTools 
Add e2e test for Device Toolbar's media query inspector, as a follow-up
to an earlier issue that media query inspector did not show media query
rules from style tag attributes.
When adding this e2e test for Device Toolbar, it's required that the
e2e test driver can reload DevTools frontend page with "can_dock=true"
parameter in its URL. This CL also adds "canDock" as an option when
reloading DevTools frontend in e2e testing.
