Juba Borgohain 2af14943bb Rename SameSiteCookieIssue to CookieIssue 
These changes rename SameSiteCookieIssue to CookieIssue. A follow-up
CL will make the file name change. It rolls the browser_protocol.pdl
from Chromium to DevTools frontend. Removes the compatibility changes
introduced in [1].

Fergal Daly c1602a2d29 Prevent ignoring all files for strings when working in a chromium client. 
The string collection code ignores all files matching '**/third_party/**'
which is *all* files when the CWD is
"chromium/src/third_party/devtools-frontend/src".

This works around that by making the paths relative to the CWD.

Takuto Ikuta 0795505dd0 typescript: use esbuild for non-official in-chromium build 
I confirmed that devtools_skip_typecheck works in chromium CQ in
https://crrev.com/c/3435231/6

This improves build time of chrome like belows
* 279.3s -> 223.7s in debug build
* 327.8s -> 170.7s in release build
on my 24C/48T Z840 Linux machine when goma backend cache is warmed.

Caveat is slight increase of execution time in tests if that run
devtools code path.

Ari Chivukula 337e32d8af [Client Hint Issue] (2) Update devtools protocol {DEVTOOLS} 
Now that third-party delegation via markup for client hints is in M99,
we need to start alerting developers where they use unsupported
features. These features will be expanded and extended as more client
hint features launch.

Sonia Singla 0d1f4282a5 Remove support for font-family: -webkit-pictograph 
Remove special handling of the <family-name> "-webkit-pictograph"
which selects a font from the corresponding user preference.
In Chromium, the defaults are:

- Apple Color Emoji on macOS (and iOS/WebKit)

- Segoe UI Symbol on Windows

- Times New Roman on Linux

- Noto Color Emoji on ChromeOS

- This feature is not implemented on Android.

Bug 1270038 is removing the support of it from
Chromium.

Tim van der Lippe caa1d30552 Enable efficient rebuilding of Node targets 
We had to revert resetting timestamps for all typescript
targets to combat non-determinism in the production build. However,
the Node targets that we have do not suffer from the same fate:
they don't need to integrate with Rollup and don't expose a separate
entrypoint that you need to use types for.

Therefore, opt-in all Node targets to efficient rebuilding. This
should speed up the rebuilding of all test targets under test/e2e.
